This is the exact same vehicle as the Subaru Justy of those years of manufacture, except for minor trim differences. I would, therefore, begin with a visit to a Subaru dealership. If refused cooperation, I would then visit other dealerships.
You could also get a bushing made, by having a bronze tube machined to fit or maybe even have one printed from a 3-d printer, if the original was plastic, as a last resort
I’ve replaced the steering rack since I’ve had the same problem. It would move up and down. Cost €100 and still in stock here in NL. I’ve used autodoc and winparts to source the rack so maybe they also deliver to you?
After digging through the far ends of the internet, I did manage to find the bush online from a company in Malta, but they don’t do international shipping
It’s shamefull that Subaru has discontinued making available a replacement part which is prone to premature wear. At least, Daihatsu has a valid excuse for doing likewise, no longer being represented in Europe
It might depend on which country you’re ordering from. They can see this, through your computer’s I.S.P. number. If you’ve got a proxy service (V.P.N.), it would be interesting to see if you could place a completely different order (so that they don’t pick up on you being the same person) adressed to a European country and then see what they say.
I can’t imagine them being able to stay in business, when doing business only on that sparsely-populated rock, even at those prices. If it takes, there might be a possibility of having the item shipped to an intermediate shipper who then could complete the delivery?
